Understanding City-Level Tax Rates

Tax rates can vary dramatically from city to city, even within the same state. While state income tax rates get the most attention, property taxes, sales taxes, and local income taxes often have a bigger impact on your wallet. A city with no income tax may compensate with high property taxes, and vice versa.

Property taxes are typically the largest local tax for homeowners. Rates range from under 0.3% in Hawaii to over 2% in states like New Jersey, Illinois, and Texas. Even within a state, rates can vary by county and municipality based on local budgets and assessment practices.

Sales taxes combine state and local rates. Some cities add significant local surcharges on top of the state rate. For example, Chicago has a combined rate of 10.25%, while Portland, Oregon has no sales tax at all. Five states (Alaska, Delaware, Montana, New Hampshire, Oregon) have no state sales tax.

Local income taxes are less common but can be substantial. Cities like New York City (up to 3.876%), Philadelphia (3.75%), and Detroit (2.4%) impose their own income taxes on residents.
